Project & Programme Delivery

We help clients establish, manage, improve and recover major projects: running programmes and projects directly, standing up the PMO that supports them, and intervening practically when delivery is not going to plan.

Overview

Overview

Our practitioners work inside the client team rather than advising from the outside. We take ownership of the problem, report openly on what is and is not working, and stay involved while the intervention is delivered and measured.

Herne can provide an individual specialist or bring delivery, project controls and commercial capability together as one integrated delivery service.

We specialise in protected and highly regulated environments, from nuclear decommissioning and new build to defence infrastructure and national energy programmes, where decisions have to withstand scrutiny from clients, regulators, assurance teams and auditors.

What we do

  • Project & programme management
  • PMO design & establishment
  • Delivery improvement
  • Programme recovery
  • Assurance & independent peer review

How we deliver

Our approach.

We bring consistent management to all our work, adapting our approach to the specific project, client and environment.

  1. Establish

Setting up programmes and the PMO that supports them, including PMO design for secure defence frameworks.

  2. Run

Managing projects and programmes directly, or integrating our people into your delivery team.

  3. Improve

Delivery improvement, assurance and independent peer review, so leadership can see where the project actually stands.

  4. Recover

Practical intervention when delivery is off track: rebuilding the schedule, re-baselining and restoring confidence in the reporting.

  5. Stay

Recommendations are the easy part. We remain involved while the intervention is delivered and measured.

Defence · Submarine enterprise

Steam Generation Facility

A steam generation facility within a submarine enterprise programme required restructure and recovery. As part of a Programme Improvement Team, we led commercial and supply chain intervention and established a lean, integrated project controls capability.

Nuclear new build

Gen3 nuclear new build

A client evaluating EPC contract returns for a Gen3 deployment needed assurance and a defensible basis for selecting a preferred bidder. We reviewed the EPC contract documentation and supplier returns and supported clarification and negotiation.

Nuclear new build · SMR

SMR development programme

A European utility needed an outline delivery model strategy for a fleet of approximately 15 SMR units, and an evaluation of SMR technology vendors from a standing start. We engaged at a very early programme stage and led the technical evaluation.

Nuclear · Major project

Box Encapsulation Plant

Engaged periodically over eight years on a £1.2bn nuclear encapsulation plant, we led procurement and provided delivery support, change and performance reporting, and supplier relationship management.

Defence

Naval base infrastructure framework

An infrastructure framework across a secure naval estate needed a PMO able to operate within a List-X Common Working Environment. We provided PMO design and programme controls, and supported DIO on a circa £800m Outline Business Case.

Defence

Royal dockyard infrastructure portfolio

A royal dockyard infrastructure portfolio needed credible baselines for two major programmes of works and a business case covering a decade of investment. We developed the baselines, the Strategic Outline Business Case and the supporting controls.

Net-zero energy

Hydrogen pipeline programme

On a national infrastructure-scale hydrogen programme in FEED, the contractor was struggling to meet its programme controls requirements. We re-baselined a fully integrated programme, achieving a client-approved baseline within six weeks.

Nuclear decommissioning

Fleet-wide ponds decommissioning

A major UK decommissioning operator faced losing 25 years of ponds decommissioning knowledge. We captured Learning from Experience across nine stations in a 250-page report, delivered two days ahead of programme and under budget.

Questions

Common questions.

Can you run a programme directly, or do you support an existing team?

Both. We run programmes and projects directly, stand up the PMO that supports them, or place experienced practitioners inside your existing team. We can provide individual specialists or an integrated delivery service.

Do you take on programmes that are already in difficulty?

Yes. Programme recovery is a core part of our work. On a national infrastructure-scale hydrogen programme we revised and re-baselined a fully integrated programme, achieving a client-approved baseline within six weeks of engagement.

Can you work in secure or List-X environments?

Yes. We operate inside protected environments every day and have designed PMO infrastructure to run within a List-X Common Working Environment.

Do you provide independent assurance and peer review?

Yes. Assurance and independent peer review are part of our delivery service, alongside schedule assurance from our project controls team and commercial assurance from our commercial team.

Which sectors do you work in?

Protected, regulated and safety-critical environments: nuclear decommissioning and new build, defence, energy and utilities, infrastructure and construction, government and the public sector, rail and transport, and manufacturing.
