Problem

A portfolio of infrastructure works at a royal dockyard needed credible baseline programmes to support contract engagement with the MoD for two major programmes of works, and a business case covering a decade of investment.

Intervention

We mobilised a programme management and controls team to develop realistic and credible baselines and the supporting controls infrastructure.

Outcomes

  • Developed the Strategic Outline Business Case including all major programme controls artefacts (probabilistic schedule, resource estimate, QSRA and QCRA) for a portfolio of critical facilities worth approximately £500m over ten years
  • Established a robust and simple programme management and controls reporting suite (Visual Factory) in the main project office, integrating schedule, cost, quality, resourcing and safety data
  • That reporting suite became the forerunner and template for the wider PMO Power BI reporting suite
